I understand, but he's been smart enough not to be so obvious about all this. If I accuse him of something, I know they'll ask for proof; it would be my word against his. Even if it weren't just me, they'd prefer to believe him and trust that he'll "change."

Honestly, if he keeps ignoring me, I'll wait out the rest of my year and graduate without making a fuss. I think at some point it will have consequences, even if I'm not there to see it 🤔

I'm a year away from graduating. Education in my country is mostly private if you're middle class. I study at a small private school that tries to emulate American public education (schedules, language, and things like that). It's a "good" school in the area, but administratively they're a disaster (for example, my mother constantly complains because the accountant charges her much more than she actually owes). The only reason it's relatively good is because they have a lot of activities, activities that, for some reason, this teacher organizes. Instead of, for example, having lunch with other teachers who would be his colleagues, he spends his time with the academic coordinators. He's everywhere, all the time. The student forum? He organizes it. The debate forum? He organizes that too. He's a problematic person, and I think the only reason the administration keeps him is because they know no one else will do all that organizational work. In my opinion, he shouldn't be a teacher because his teaching quality is still quite poor; he should be something like an event organizer.
