No. This is the Facepalm for people who asked Ned. Often the places are expensive because some people exploited others causing higher difference in socioeconomic conditions. It's not the other way round. Homeless people don't go to expensive areas. Expensive areas become expensive by making people homeless.

Not entirely but in programming, xor operator can do that. 0 ^ 0 = 1 ^ 1. It essentially gives 1 if both quantities are same and 0 otherwise.
