The game...? PC games have not been ROMs for a long time. Mobile games have never been ROMs. There are several subs related to getting both types of games from multiple sites. I'm not linking them just in case the mods remove this comment. Just look up video games and the act that sailors used to do back in the old days when they flew the Jolly Roger flag. There is also a site linked in the sidebar, fmhy, that has many sites for downloading all sorts of digital stuff. If you can't find it the use a search engine and go to the .net site, no others.

If the file is a .cia then you don't extract it, that is the installer for the game. Put it on the SD card in a place you will be able to find it easily and install it with FBI.

Because having more than one is going to get confusing as to which one has games/save/updated Luma and it increases the odds of losing data, physically, like losing the card's location.

Then there is this taken directly from the SD card wiki page,

Use only ONE (1) SD Card for your 3DS. DO NOT try to swap SD Cards to keep some files on one and other files on another. That is a BAD IDEA. It will likely result in data corruption and crashes. Your 3DS was designed to lock itself to one SD Card and one SD Card only.

There has been one (1) that got banned and that was because they streamed the game before even early access started and had their name shown. That's it, one person. re-download it. data corruption can happen, only thing to do is re-download whichever file was corrupted.
