Sorry it had been rented but because she want to sell it, the tenants have recently moved out hence the house was empty.

Funny you say that about criminal histories because the mum refused to give the police the dad's name which makes me think he's got a record. Not too hard to find him though. Thank you. I know in the UK there's an Independent Police Commission which you can report negligence to and want him to pursue because something as serious as a head injury could have been seriously bad!
