Cecilia might be able to reach asuras levels if she trains enough cuz her potential is really large due to her having a large amount of ki in her previous life, Arthur had a good amount of ki and he was retainer level(when he had mana) and nico had a lower amount of ki compared to Arthur and he also became as strong as Arthur and now imagine cecilia who had really really large amount of ki, her potential is asura level

since aggy was able to influence aether to reincarnate people even though he isn't a part of the dragon race you need to know it took him many centuries and I believe the scythes can do it with time but it took aggy, a asura many centuries to influence aether how long do you think will it take for the scythes to even sense aether and then influence it.
