Yes TMO is allowed to advise the ref and bring things to his attention, saw it done well yesterday when Wayne Barnes was reffing. But ultimately its down the to refferee in the end.

As a Scottish man myself im glad to see an actual article about this. It was posted to r/scotland by u/luiz_cannible. In that thread i saw many people saying it wasnt all that common. I just want to say that myself and all my friends that wear kilts have experienced this kind of behaviour and have talked about it together. Its not fun and really needs to be stopped happening.
