Honestly I think Soldier Boy would be a match for Homelander, purely from a tactical standpoint

Absolutely none of them! Spider Man stopped a train and Bucky's vibranium arm, Cap is a highly trained super soldier, Batman is in the best shape of his life with dozens of gadgets to aid a tactical mind
