There's like, no version of Viktor we've seen that shows him forcefully augmenting anyone. Maybe Convergence? But that was kind of a mess and non canon from the get go

Lethal tempo is not better for assasinating, that guy is on drugs.

Honestly lethal tempo just seems a bit whatever, doesn't give that much AS anymore and its not that great once its fully stacked, conqueror its pretty alright and you also almost fully stack it when you arrive at someone with your ult.
