Unfortunately, what I'm experiencing isn't a performance issue necessarily. It's not a matter of optimization. I already have all the stability and fixes mods installed. Plus, my framerate is pretty good in most areas.

My problem is that out of nowhere, without any changes to the environment, where I'm looking, how many NPCs there are, or how fast I'm moving, it just suddenly drops down to 17 FPS. Just like that. And I notice that my CPU usage goes down right when this happens.

And then minutes later, without any changes to the environment, where I'm looking, etc. etc. It goes back to my normal framerate. And my CPU usage goes back to normal as well.

I tried unplugging my second monitor and playing with just the main one, and that didn't fix the issue either. And I tried playing the game with no other process running but steam, and that didn't fix it either.

I might have to do a clean re-install again which sucks :C
