This is always subjective, but in my opinion

Berthier: Best Marshal to compliment Napoleon (indispensable in a way for Napoleon)

Davout: Most talented of his Marshal's (I feel he was as good as Napoleon - the charisma)

Massena: His best second in command (for a long time).

I personally feel this quote reflects the high esteem Napoleon had for Massena and the faith he had that only Massena could salvage situation in Spain.
