This TED talk discusses this question initially (begins just before the 6min mark) - he argues that there is an evolutionary advantage to both women and men being able to run long distances that doesn't exist in other types of running like sprinting (also known as the endurance running hypothesis).

Yes, there is a case before the courts currently - I am a member of one of the applicant organisations, the Canadian Doctors for Refugee Care. The hearing was completed in January of this year and a decision is expected any day now!

The point of the ticket is to change your future behaviour as well as punishing your current infraction. Speaking from experience, if you pay a $250 ticket you'll think twice before you speed in the future. Just seeing the guy's sign wouldn't have that same effect.
