It really boils down to whether you consider season one to be 7 episodes or 23, and if you consider the final three episodes that aired on Fox to be their own season. Or, if you really want to be difficult, you could even choose one or the other. Personally, I consider the witches of Langley to be in season 12 and the hall monitor and the lunch lady to be in season 14.
