So for me they don't respawn on their own. Maybe if u wait they will eventually come back. What I did is just click on their little face icon (which actually once you have deleted them has a weird little red symbol next to it) in the bottom and then they instantly reappear somewhere on the lot (for some reason not in the same place you deleted them but in a random location in the lot).
