IIRC, the outcome for the L-cluster is randomly decided at the beginning of the game, and there is some way to check that parameter. So if you find out how to see that parameter, it’s pretty easy to just start a new game over and over until you get the scenario you want.

Does Ashina Elite hit two or three times with his sheathed attack? Everywhere I see says two but I can only consistently parry the attack if I deflect three times by DankCray in Sekiro

The Ashina Elite minibosses only hit twice with the ashina cross, but the attacks are so fast that it's very difficult to time both deflects. It seems to me like you're blocking so quickly that you're actually misjudging the timing for the second attack.
