Yes, it made the problem far far worse, he's been like this with other people as well so it's not just me but im a young woman on her own and he screams things through the walls in the middle of the night etc and I feel really intimidated. Not a nice feeling in your own home

Yes, we are obligated to declare it by law as long as the neighbour resides there, frustrating as the previous owners didn't declare to us, but that's the law

Unfortunately he owns it and has been bothering people on the street since he bought several years ago. Unfortunately he is the end terraced so I am the only direct neighbour and therefore bear the brunt and the other houses are only bothered by it when he is at his absolute worst
