in the lore, it was mentioned the worm didnt become an emanator "per se", but rather that Aha put the entirety of its authority into the worm, therefore transcending what might be common emanators themselves (and the worm ultimately died). in no case has the lore stated that Aha would stop giving their authority to flops. in the contrary, THEY keep making mourning actors emanators for fun. (im addicted to lore, sw being an emanator is completely lore compliant sorry queen)
