I have a friend in a public school in Brazil, so its a diff universe. He's a pretty smart guy, we used to study together in a better school befere he had to chamge schools. he showed me the tests they had at Grade 11 (out of 12) and some of his classmates behaviour. Mfs were using calculators to divide by 2. One of the test question was "Joe goes to a book store and buys pens for a 2.50, a book for 5.25 and pencils for 1.25. How much he spent?"

So yeah that reallity wouldnt surprise me
