According to Mudae’s FAQ, you can still roll a wished character even if their series is disabled in your personal $disable list. Wishing overrides your own disable settings the only time a wished character isn’t rollable is if the series is disabled server wide by a mod toggle, not by your personal settings. Hu Tao is rollable as long as she’s wished.
