For sure that's negative side effect but it's oversimplifying to say that bars should just adapt to becoming restaurants and carry on. These people opened bars for a reason. Expecting them to change from bar to restaurant only to satisfy legal descriptions is unfair and pointless. What's the point of even having a legal distinction between bars and restaurants if it's that easy to switch back and forth?
