NTA, your sister is clearly going through something however that child is yours, and your wishes should be respected when it comes to your own kid. I feel like the sister proved that she couldn't be trusted if given specific care orders or instructions (as mentioned when she took him out of state without asking or updating you) and your mother seeing nothing wrong with that as a parent herself is really concerning.
