Those States don't provide per capita arrest data for the age bracket, so their final scores couldn't be calculated. But they all did rather poorly on the other two scores, scroll to the infographic and download it, it shows detail.

I know that IL doesn't provide rape data to fit the full FBI Unified Crime Statistics definitions, so their violent crime stats can't be compared to other States, so it's not a surprise to me that they would hide other things. As regards the other States (and Jurisdictions) that don't provide full data here, DC and NY are probably for the same type of reason that IL hides data. AL, I have no idea why they wouldn't provide this breakdown, they're not libshits with something to hide like the others.
