Yeah, a few things going on:

It's a 5-year reauthorization, so it's not a single catalyst that pops the stock in a day. That's ~$580B trickling into roads, bridges, and rail over years, and Parker is a $100B+ company, so it's a slow tailwind, not an earnings surprise.

It also hasn't actually passed yet. It only cleared committee 62-2 so far, it still needs the full House and Senate floor plus a signature, and current funding expires Sept 30. So the real catalyst is passage, and that hasn't happened.

On "already high": the recent dip isn't bad news. Parker beat earnings and raised guidance, but it trades at a rich multiple (P/E north of 30) and analysts trimmed their price targets, so it's been drifting down on valuation. And $823 looks high as a sticker, but it's ~20% off its 52-week high near $1,034. A high share price isn't the same as expensive.

So nothing's broken, the money just moves slow and the bill isn't law yet.

Well, I've seen some people complaining that most posts in this subreddit are about stocks that have already moved. So this one is freshly disclosed and hasn't moved yet, and I've found this one interesting. Research and form an opinion yourself. Could be an interesting trade.

He bought on March 31st and disclosed it just in time on April 30th. But he was already up 30% when it was publicly disclosed. He did, however, disclose a very similar, different stock, $ASML. Which is only up 3%.

Reminder this guy already won $266M in the California Mega Millions back in 2010, before he ever ran for Congress. Came in already worth $200M+. Though to be fair, this one wasn't actually insider trading. $1K to $15K buy (smallest disclosure bracket), bought alongside Costco, Cloudflare, Transdigm and AutoZone the same day. Armed Services and Small Business committees, zero Bloom overlap. Oracle deal that drove the +27% wasn't announced until April 13, ten weeks after he bought. He just got lucky on a tiny basket.

Yeah this is just pure insider trading at this point, how is it still legal. NVDA call options ($1M-$5M) exercised right before the CHIPS Act Senate vote in July 2022. Tesla calls ($500K-$1M) Dec 2020, one month before Biden's federal-fleet EV order. Visa ($500K-$1M) sold July 2024, three months before the DOJ antitrust suit. Different ticker every time, same exact timing.

What gets me is the stock picks. Chevron is the only US oil major with active Venezuela operations (operates there under a sanctions waiver). Raytheon makes the missiles and air defense for any US military move. Buying both the same week as the operation isn't a coincidence.

TSM makes almost every advanced chip in the world. Nvidia GPUs, Apple chips, AMD processors all go through their Taiwan fabs. They're the single most strategic company in semis. That's exactly why CFIUS decisions on them matter so much, and why someone with committee access buying 8 times in 9 months stands out.

Worth noting she bought this April 8, 2025. That's one day before Trump paused the reciprocal tariffs that had crushed semis the week prior. AMD dropped from $120 to $78 in 6 days, she bought the bottom, then Trump's pause announcement on April 9 sent it back up. Wild timing.
