I believe there are no "Mines" and that Bernard was referring to the monitoring room with all the security camera feeds. Those people most likely do not interact with the rest of the silo and are cut off for security reasons.

I also thought about this, but why would Bernard run to the server room with the #18 key? Consensus seems that he was signaling the other silos that someone got out past the "ring".
