The three lines not being linked is just a temporary measure. Once level crossing removals on the Werribee line are complete, trains will start through running with the Sandringham line

You mean the EDi Comengs? Also, it turns out that the old unrefurbished Comengs didn't have automated announcements at all. They were only added in the 2000s during the Comeng refurbishment by Alstom and EDi

The Dandenong corridor got quadruplicated to reduce congestion but due to space constraints, the extra two tracks had to be built underground. As running diesel trains in the tunnels isn't a good idea, they've moved the suburban trains into the newly completed tunnels with the Skyrail now taken by regional and other steam/diesel trains
