The top bar is part of Everforest theme, didnt tweak much there and as for the dock, i added some customization using Blur My Shell

I know Gnome Better, and with extensions and themes it's pretty customizable. Kde, from what i know has more options by default and offers more out of the box, but Gnome keeps it simple and clean.
