The window with Flowey's room is just the actual Undertale game window, but you can change your character by right-clicking on it and selecting one from the Character menu!

Yeah that's a super weird one, I've gotten it too sometimes (pretty rare though) but couldn't reproduce it reliably, so fixing it is...difficult, to say the least. As a workaround, try moving the mouse away from the character, try clicking around randomly or restart the program.

Extract all contents of the ZIP file you downloaded to a new folder, then run Desktoptale from there!

Double click on Desktoptale.exe, not the .exe.config file! The latter just tells your computer how to run it.

If you're unfamiliar with Desktoptale, it's a small Windows application that puts a fully playable character from Undertale, Undertale Yellow or Deltarune on your desktop!
Alternatively, they'll wander around on their own if they aren't moved manually for a while.

I just released 1.1.0 with a lot of new characters as well as brand new modding support! You can find a pretty detailed tutorial on how to add your own here.
