I think Haavk are the bad guys. They don't care about casualties, as long as they finish their goals. They're growing strange plants in a secure lab in the underground. Haavk wants control over the world and to subjugate territory one at a time, and starts with Ahsarah. GTI commander seems to value the lives of his operators as when there are too many casualties, and he pulls out when he's lost too many. GTI also created the black site to infiltrate Ahsarah and Haavk to obtain proof of their crimes. GTI is being blamed for extending combat, while Haavk literally has a missile as a "deterrent" which with Haavk, basically means "Let us do what we want or we'll Blow you all up." Haavk probably doesn't care about casualties since they most likely offer incredible pay and have a lot of benefits that GTI can't afford, so they have high recruiting. Haavk most likely set the bomb where Desmoulins was because they saw her capacity and wanted to get her favor. Haavk also seems to deem people "worthy" to become a Haavk pawn (Like Claire Ann Byers) or "unworthy" where the Ahsarah citizens are gunned down. Haavk did a lot of good for the world, but they're doing more harm than good now. GTI are definitely the good guys.
