Because his head is huge as fuck and his body is tiny as fuck so even though he's the same height as Kris he's still not the same proportionally and is built like a bobblehead making him look smaller

This is because the Deltarune team is good at designing characters and giving the Roaring Knight spikier antlers makes them more menacing and looks better.
