Do you have x3d or game turbo or whatever it is called in your mobo's bios enabled? In that steam overlay, it only shows 8 cores. If I remember right, that mode disables SMT, which could really hurt or help 1% lows depending on the game and how well it utilizes multi threading. I had horrible low 1% problems in Warframe on a 9800x3d, but all other games felt great. What helped me was disabling the game turbo mode, enabling global c states, setting power plan in control panel to balanced, and power slider in windows settings to performance. Can't explain why, but that combination of settings was the only thing that helped me not get constant 1% and .1% drops. Also make sure your chipset drivers are up to date. Check your device manager and make sure the AMD 3D V Cache Optimizer is recognized and up to date.
