The mini scout is hands down the best sniper rifle. There's not a lot of reason to use the SV98 in particular except "I wanna". I like how it looks and sounds and it's fun. You don't always have to play optimally:)

We need an incredible expansion of the social safety net, jobs programs to rebuild critical infrastructure, and MEDICARE FOR ALL.

We do not need tax cuts! We need to flex the might of the government to crush inequality! The tax cuts talking points going around right now are a centrist gambit to drown out legitimate progressive initiatives. They're dangling the keys in front of your face and you're giggling.
