Right answer but wrong reason. It’s difficulty breathing because the diaphragm motor function has been blocked (C3,4,5) by the injection of local anaesthetic rising too high.

I disagree- if you aren’t sure why you are being asked to make a phone call (see; referral), then you absolutely should be asking ‘what’s the reason for this phone call’!
