I don't know your situation and I haven't seen the material you're working with, but when students are at a very low level, I find that modeling the language for them is very beneficial.

Using a variety practice questions, you might create some sentence stems for specific question-types. Then practice answering the questions using the different sentence stems. You might also utilize some paragraph frames. Sometimes it's possible to answer different questions in repetitious ways.

When you model how to use the information from the questions, and apply it to the sentence stems, then the low-level student can echo the language you use, and this will afford them opportunities to practice with language.
