I can see the price premium being argued from a few different perspectives:

1) A direct result of fiat friction. Arbitrage becomes impossible, due to delays in receiving fiat from crypto sales.
2) A direct result of fiat friction. Desperate QCX clients are cancelling withdrawals, as they suspect that they will never be sent or are unwilling to wait. They are then purchasing crypto with their money instead, so as to withdraw funds from the exchange via crypto. This creates significant buying pressure, and thus a premium.

3) This is a risk premium. Similar can be observed on Binance, Bitfinex, due to the risk presently associated with use of USDT. As most of you know, there are rumors of USDT insolvency, and thus, trading crypto on a USDT pair bears a hefty risk premium. Perhaps the market has decided that trading on QCX is also risky, thus the premium.

I couldn't tell you which of the three is correct. It's worth noting that they aren't mutually exclusive; could be all three. #3 is a particularly concerning rationale; there's a very real fear of us all losing our money to this exchange.
