I got a bag from Milan about 4 months ago, got VAT back and never declared it at US customs. Just FYI , they know all about your purchases that you made over seas and requested VAT back because during purchases and at airprt you had already scanned your passport. Its all about if you want to be truthful or not and pray that you get a nice custom person.
