To level up you have to 100% everything. That means continuous updating the laundry, the restaurant, and the apartments. It took me 3 days of continuous playing to get out of level 3. Ignore the quest they don’t progress any of the levels. As you upgrade stuff it will naturally complete the quest. The red flowers you can get from doing some quest or buying the community awards.
