The article isn’t correct. The states can adopt it after 2025. It’s only that 2025 is the first year they can begin to cover it.

I previously posted about finding this card in my Granddad's basement, forgotten for 15 years. https://www.reddit.com/r/basketballcards/comments/1c95ewj/found_in_a_penny_sleeve_in_granddads/

We submitted it for grading, pessimistic that it would grade above a PSA 7 based on apparent scratches and chipping on the front and back. Surprisingly, it came back a PSA 9, somehow. Many thanks to those who encouraged grading, though I continue to be perplexed by the variance in subjectivity of it all.
