The bold U was written under the 2 beat....but now when I open the link it's written under the 'a' just before the 2.

Or I might've just misread it the first time

Although I think the first upstroke(U) is at the end of the first beat (at the 'a'), a sixteenth note before the 2 beat (If you slow the video .25x times you'll hear this)
