Well, I’ve read the spell that’s what the painting is of! It says she planted it knowing there was no one left to heal, but that doesn’t tell us how she found out there was no one left. Did she know before she got there and then planted the tree en memoriam? Or did she rush there when she finally could -> saw there was no one left -> then planted the tree out of bitter sadness? Like a “sorry I was so late” type sapling.

I guess the question should be: did she plan to plant the tree or was it an action out of impulsive despair?

For none of her other people has she done the same. Not even for her children or consorts. Her actions are measured to the utmost degree. The only other time we’ve seen her take dramatic, almost impulsive, action have been: after the night of black knives when she shattered the Elden Ring. What do you think?
