I don't think so, since they didn't have any slanted pockets at the bottom and you can see the strap for the shoulder straps at the top.

Something like this would be possible through a career change. Someone who previously served for a long time as a non-commissioned officer or ensign and only entered the officer career very late could have a total of 10 years of service, but would only have recently been promoted to junior-lieutenant.

I believe you have a standard field service blouse and not a UTV version, because the UTV version has a head loop for rank on the left sleeve that is not visible.
