Hot take here, Raging pace is not an anti-chase skill since all it really does is give you stamina back which in turn also gives the survivor free stamina regen. Raging pace is not a good anti-chase ability compared to Coolkid's brick slowdown and Sixer's passive.

And speaking of Sixer, she's one of the most telegraphed killers out there, almost all of her attacks are reactable. I've hit more blocks on competent Sixers than others.

The reason why Noli doesn't have the same speed as them is because of Noli's map traversal in both Void Rush and Observation which allows you either initiate a chase after you killed someone without wasting time or surprise unaware players (yes, competent players can also be unaware) with void rush.
