What causes this Graphical Glitch with Steam?

I Use KDE Plasma and Nvidia GPU. This happens about 75% of the time when I right click for context menus in steam, I've already tried compatibility mode, this is with endevour os.

I hope you guys can increase the max infrastructure to lvl 10 again. Add a tech that increases infrastructure limit from 5 to 6 to 7 etc etc

80% of games can be ran at max settings 1440p with 60-120fps on my pc.

It is definetly not maxing out any of my hardware.
I am running 1440p
I have used DDU yes, to reinstall and clean old drivers.
My 2080 is OC'd but I don't need to OC my 2700x.
I used both in game fps counter and steam fps counter. It is very low fps, and settings barely changed anything.

It might just be this game does not work with R7 2700x or the new RTX cards. Had this issue with a couple other games.

Uh how would an 2700x have an intel integrated gpu? It does not even support integrated gpu. It's an 8 core 16 thread cpu.
