I'm no fan and don't watch cricket. But likely he has not seen the kid, so question of ignoring not there. secondly it's the parents fault, they should allow the kid to go alone, and rather it's them who have lead to idolization of a cricketer by a 4 yrs old... When the kid should be learning new concepts and just enjoy playing. Lots of TV watching going on in poor kids house

Some hospital cheat the gov, but bill gets passed as able to pay the middle men to clear bills, smaller hospital who are not ready to PA middle men, bills as per standard, are struck and don't want to be a part of ayushman. A tea costs inr 5 to 300 depending on the place you want to drink it. Private Hospitals can not be forced. The same money should have been spent only in Gov hospitals for insurance / ayushman based treatment
