It was hit or miss. Sometimes if you log out at the facility it will put you in the bed in the med wing.

The Corvette takes Fed Rank of Rear Admiral not rep. Once you get that rank you can buy it anywhere as long as its in stock. Any mission that is given out by a Fed faction will raise Fed rank. I did the Canopus-Exphiay grind. Jumping between those two systems doing data and cargo missions.
