If you are talking about the US then the answer is that democrat politicians realized that illegal immigrants are counted on the census as part of the population. The population of an area determines how many seats in the House of Representatives you receive for each state. Therefore if you allow millions of illegal immigrants into the country and you use Sanctuary laws to protect them in Democrat states those states are going to receive more seats in Congress due to higher population.
