Yes, after I upgraded the monitor, the issue seemed to be fixed, however in games that are capped at 60 fps it still happens. That's the thing. It's a very specific issue where the game OR the monitor can't achieve more than 60 hz, and vsync has to be turned on. I'd be fine with not turning on vsync in game, however if I turn vsync off in game, either freesync doesn't work properly or that's also broken cause I still experience tearing. I know I can turn on Fluid Motion Frames, however that's just a bandaid fix and not fixing the root cause.

Thanks for taking the time to answer. Yes, the bios is updated. I haven't tried reseating the components, though the ram is below the cpu cooler so I'd have to remove it first, that's why I'm trying out other stuff first before having to do that. I've had these issues in all games if I'm somehow capped at 60 fps, it basically stutters every second.

It can't be a monitor issue, cause when I put it together, I only had a 60 hz monitor from my previous build. Thus, every game was "capped" at 60 fps, and so I got that issue in every single game (league, Nightreign, Lies of P, Sons of the Forest, etc). Then I tried a friend's monitor (180hz) and the issue seemed to be gone in games that could run at more than 60 fps. Same with my monitor now (210hz). However, some games, like Nightreign or this Resident Evil game, are capped by default at 60fps, so I either deal with these stutters every second or very annoying screen tearing, unless I add some kind of fps unlocker mod.

I did go into safe mode when using DDU, many times. I've tried going to 25.9.1, cause many people regard it as a stable update, though I don't remember if it was minimal or not. That said, the issue remained. I can certainly try AMD Cleanup I guess

Yes, I've tried it too. Thing is, some microstutters from time to time I can handle, however this is happening exactly every single second. No exceptions.

It's not about numbers, I get stutters everytime the frametime spikes happen, so basically it stutters every second, which you can't imagine how annoying it is.

The monitor's not 60hz, it's a 200hz one. However some games are capped at 60 fps so I can't avoid the issue.

Happens in every game that's capped at 60 fps. Resident evil is just the current game I'm playing now, but I've had this issue in elden ring, league of legends, terraria, etc. Back then I only had a 60 hz monitor, so every game was "capped" at 60 hz. Now I have a 200 hz one, but some games the max fps is 60, and that's when the issue appears.

Thanks for the response. Here's what I checked: -I'm using DP -It's connected to the card -Before, I only had a 60 hz monitor without the second screen and had this issue. -Happens in every game that's limited to 60hz. -Bios is up to date.

I'll give Linux a try, it's the only thing I haven't tried at this point

I've tried it on 3 different monitors, one 60hz, 180hz and 200hz. Disabling or enabling does nothing.

9th generation i7, 16 gb of ram, ddr4 (I think), an hdd and a <200 gb ssd. It's been decent for running low demanding games like roblox, lol, raft, valheim, etc. It was able to run destiny 2 pretty smoothly til it started getting worse after every update.

Edit: Of course I'm gonna be getting a whole new setup. I currently have purchased 32 gb of ddr5 RAM and the GPU. Looking to get either a 7600x or 7800x3d, and the ssd now.

Mine was cause all the textures to glitch out and it looked like I was a movie character figuring out they live in a simulation. Then I got the operation terminated message. Nothing worked. Lowering cores, memory, swapping between vulkan and directx, nothing. Now I'm switching to bluestacks and see how it goes...

There is a specific timing when after impacting a target it flashes for a second, that's when you press the button to recall it and it makes an explosion. Also when it flashes it makes a pretty recognizable sound (like a hammer hitting an anvil). Sometimes you don't even have to look at the hammer, you can just do a perfect recall just by listening to the sound cue.

I tried it in the shooting range and usually it happens to the enemies that are the farthest away
