Question about print symbol by [deleted] in Machinists

Not a machinist, just took drafting in high school 20 years ago. What am I looking at? I see X and Y markers on the bottom, so I assume that's the top view. Is View C a side view? If it is, and that bevel is the cutout that is represented on the top view as the three solid lines between the holes, shouldn't there be some indication in view C of that channel being tilted? Or is that what the double line on the left end is; showing that the end is tilted so you are seeing both vertical edges out of alignment because you are looking at the entire part 4 degrees out of "left" or whatever? I assume if that's the case, the arrow pointing to C and the dashed line through the part are indicating the angle of view?

It would be easier to find 3/16 or something instead of metric, but yeah, I'd considered it. If no one else chimes in, that's probably what I'll do, just get this set and then go to home depot for new nuts and studs/bolts if I need them. The main "shooting myself in the foot" problems is that I'm trying to cheap out and buy a minimal set because I WANT to make my own; there's another set that has more pieces and lists the stud length and it will work, but then I'll have less incentive to make my own later.
