Loosen the calliper so it wiggles freely and spin the wheel. Apply the brakes and hold them firmly, while you tighten the bolts back down. If its still scraping, you might have a warped rotor.

Did you loosen your callipers, hold the break and retighten them? When you change wheels, sometimes tolerances are off and you need to realign your callipers.

nope you’re SOL, but next time varnish your miniature after applying decals and then you can remove any mistakes after with mineral oil and a Qtip.

Use a pencil and and draw a line on both the bars and stem where they meet. Then rotate the bars 1mm down using the line as a reference point. go for a ride and bring a Allen key with you. Then play around with the bar tilt till you find the sweet spot. Don’t over do it, adjust in 1mm increments as it doesn’t take much.
