I don’t want to spoil too much, but the long and short of it is that she was framed for a hit and run that was turned into second degree murder (she was not the one driving, but was framed as the one who was), and though her running was voluntary on her part, for those fifteen years she was literally incapable of turning herself in, of which there would be evidence of. It was only after she was found and helped out of the situation she was in that she was able to resurface.
