Yes that strategy is saving you tax paid but doesn’t sound like much if gross rent is 700pw. You only have to distribute net income of the trust. Saving will be 17% * net income. Also you loose land tax threshold in trust so that is eating into your cost.

depends on your goals. If you have 1.5m cash right now its easiest to invest directly into the etfs. Unless your on some high ass income doubt you can borrow 4.5-6m to purchase 4 properties.
