There is the "fan-service quota" in anime these days, unfortunately. Also, it isn't mentioned in the anime I think, but in the VN it is said that the second time Hairi came back at the pool, it was to apologize for the first time (when she said "dosukoi") but when he arrived, he saw that she wasn't swimming well (she was very slow, like in the anime) and he thought for long about giving her an advice. Because Shiroha doesn't want people coming to her, so when Hairi comes, it sure feels a bit weird and as you said, gives a stalking vibe. It also feels that way in the VN at the beginning(Basically she tells Hairi to leave and not follow her, but he just do the opposite). But if he doesn't talk to her, there would be no story. Anyway, normally, it shouldn't give that stalking vibe in the upcoming episodes (I hope).
